If the heater is leaking at the water connection point or the flange is cracked, corroded, or no longer sealing correctly, the flange itself may be the problem. Water-side hardware like this is easy to overlook, but when it fails, even a good gasket and tight hardware may not stop the leak.
This inlet outlet flange is used at the heater water connection to provide the mating flange surface for the plumbing-side seal. When the original flange is damaged, warped, or worn from repeated service, the connection can no longer seat correctly. Replacing it restores the physical water connection point at the heater.
